Small Business Liaison
The Small Business Regulatory Reform Act of 2000 (AB 505, Wright) established Small Business Liaisons in each agency that significantly regulates small businesses. Senate Bill 1436 (Figueroa, 2006) required that each agency list its Liaison on its website.
The Small Business Liaison is responsible for the following:
- Making information regarding pending solicitations available to, and consider offers from, California Small Business suppliers capable of meeting the State's business needs, and who have registered with the State (Department of General Services, Office of Small Business Certification and Resource, http://www.pd.dgs.ca.gov/smbus/sbcert.htm) for this purpose;
- Assisting the Commission’s Executive and Legal Affairs Secretary to ensure the Commission’s procurement and contracting process is sufficient to meet the existing 25% small business participation goal.
- Ensuring that payment due to Small Business are paid promptly as provided for in Government Code Sections 926.19 and 927, whichever applies;
- Responding to complaints from small businesses;
- Providing technical advice and assistance to small business regarding compliance with the Commission’s regulations; and
- Reporting small business concerns and, where appropriate, reporting recommendations to the Secretary of the State and Consumer Services Agency.
